I am set for Private Browsing which mostly works, however I just noticed the History->Recently Closed Tabs shows previous websites visited, AKA 'history". Is this a bug?

I am on an iMac (10.4.0) with Firefox 3.6.13. My Firefox is always in Private Browsing mode. History is set to "Never remember history" and Location Bar is set to suggest "Nothing". If I go to "History->Show All History", nothing shows. Great! However, if I go to History->Recently Closed Tabs, or History->Recently Closed Windows, my browsing history does in fact show up. If I close and quit Firefox and then bring it back up, it clears the "Recent Tabs" one, but not the "Recent Windows" one. This is not what I call "private" browsing. Please advise.
