I am not able to rename Tags. In Safari they titles of bookmarks in the bookmark bar

You can try to rename that tags just like you would rename the name of a bookmark. Open the Tags folder in the Library (Bookmarks > Organize Bookmarks) and select that tag in the upper right pane. Change the name of that tag in the Info pane at the bottom right.
