In order to use that file with Sync, you'll need to set up Firefox on a desktop PC and restore that backup. This article has the steps for getting to the Restore menu: [[Restore bookmarks from backup or move them to another computer]] (use Choose file... and point Firefox to the backup file you want to use). Then finally you can get them over to your Android device using Sync. I know it's roundabout, but Firefox for Android doesn't have a way to import bookmarks directly from a file.
