For me the first launch of Firefox does seem to take a lot longer than when I re-open Firefox later in the day. Without actually measuring the delay in being able to use Firefox 5 to 10 seconds sounds close. That delay seems to be extremely lengthy when compared to the older pre-Quantum (Firefox 57) versions; of which I have one still installed so I can see that each day. There is more "housekeeping" being done when Firefox is launched for the first time each day when compared to a year and a half ago with Firefox 56 and earlier versions .
