Dark Theme Not All Dark

I am on Windows 7 64 bit pro. When updating from 56.0.2 to 57. The dark theme is no longer dark on the tab section. It is the windows theme color which is blue.

How to fix this? All other themes work and fill up the title bar except dark theme which is blue. I attached a SS.
