On windows 7, middle clicking firefox's toolbar icon does not open a new window

For windows 7, trying to open a new window through the icon on the toolbar does not work. Neither middle clicking the icon, nor right click -> open new window will open a new window. Hitting Ctrl+N in an open window still works. Middle clicking other icons (Chrome, notepad++) does in fact open a new window/instance.
