This as is stated in the question:
1) I POWERED down the computer last-night.
2) POWERED up this morning.
A) Turn-on/ selected Thunderbird to see the mail B) That is when I noticed ALL 100% (5) Five local Folders had been DELETED BY THUNDERBIRD 45.5.1
3) WHY ? ? ?
This as is stated in the question:

Sorry to hear about your problem. Don’t panic though.
Chances are Thunderbird started with a different profile or at least not the proper one, so it just doesn’t see the accounts set up. It should not delete any settings or email.
Please do the following:
- Locate your profile and create a backup first. See the link for info - it’s probably best to back up the %APPDATA%\Thunderbird\Profiles folder. Also have a look at the profiles.ini file mentioned in the article and located one folder up. Now that you know the folder structure and can view it, you should have an idea about the content (email) still being available on disk.
- Change the Thunderbird startup link to include -p, as described in the Using Multiple Profiles article.
- Start up Thunderbird using the shortcut and see if the profile is listed as available. It should correspond to the one listed in the file - there could be one, or more. What do you see? (One or more profiles?)
- Double-click the profile name or select it and click Start Thunderbird. Are the accounts set up?
