No amount of fiddling with the controls makes a difference. In previous versions, there was one empty query in the upper panel, together with a button for adding more.

Update: this only occurs if I have some tab other than the mailboxes tab selected (e.g. a tab containing an open email message.) With the mailbox tab selected, I get the familiar search dialog with query fields, as shown in the attachment here.
