Why does my Firefox not offer (the drop down bar) to remember passwords anymore?

When I log onto a website, a drop down box use to offer "Save Password", "Not Now" or "Never For This Site". The ONLY site on my "exceptions" list is my bank (Yes, I checked the Security Tab under options already) yet every time I log into a new site (creating a new password) OR open up a site that I already have a password for (but not stored) it no longer OFFERS that option... How can I automatically tell it to save my password, if it doesnt offer to?
