You may have enabled Caret Browsing. F7 toggles it off and on.

Some elements on pages often have a title attribute which contains information to show in a tooltip if you hover that element. For example, maybe a link or button will have a tooltip, or an image. But that isn't usually everywhere or on everything. That would be strange. Is there a pattern to it? For example, advertising? dictionary results? translation?
