Why are there no websites listed in the Location part of Preferences?

I'm trying to authorize a site to use my location, which I'd already done via the pop-up menu, although that obviously made no difference, as there are NO websites whatsoever in the list of websites who've requested it! Not only that, but I can't even add a website to it, either! This is crazy, how are we supposed to ever allow a site to access our location if the pop-up window does nothing, and the preferences won't show any sites, nor allow us to add any????

Is there a site where granting location permission from the address bar icon isn't working?

You can add a (geo)location permission using the Page Info dialog. While you are on the site that needs permission, you can call that up using either:

  • Command+i (on Windows or Linux, it's Ctrl+i)
  • (menu bar) Tools > Page Info

When the dialog comes up, click the Permission icon at the top to show that panel.

Near the top, you'll find "Access Your Location" and you can uncheck the "Use default" box and select the permission you prefer.

This dialog saves as you go, so after that you can close it.
