Why are partial downloaded files no longer available?

I used to download very large files, and have access to the start of the file before the the file was completely downloaded. Sometime in the last few updates (2-5 maybe?) this became no longer the case. Now there are two files that appear in the saving directory. If the file being downloaded was foo.bar, there is a foo.bar file and a foo.bar.part file, but both files are 0 in size, which is useless. I left Chrome for that same reason, and now it seems that Firefox has done the same thing. Why? Seems that I may have to go find another browser, which is a shame.

How about we change this so that this doesn't happen any more? Like, instead of renaming the file, create the first file (say xyz.mp4) and create a 2nd file to indicate that the file hasn't completed downloading (like xyz.mp4.incomplete). This file can be either blank or contain some useful information like target file size.

In this way, the user still can see that the file hasn't finished downloading and FF doesn't mess up the file being downloaded.
