When I save something and it says saved to clip board, how do I locate what I saved?? (I have a Alcatel Android phone)

I'm not sure if you tried this method or not, so just a suggestion.... try pasting the content (that it shows as copied to clipboard) in the search bar of new tab. You can even try pasting it in any messaging application, or maybe in a new email draft. Hope it is helpful.... :)
