"restore previous session" always comes up regardless of having exited properly

I run Windows XP & your latest edition of Mozilla Firefox. When the "restore session" is selected being the only option presented to me, I am effectively stuck within a loop as I find on closing the previous I still get the same message on re-opening Firefox. The only way I can progress has been to minimise the Firefox page and then re-open Firefox within another window.

Should I try a re install?
