Toolbars disappear when accessing a site through a link

In some non-specific cases, when I visit a page by clicking a link on another page or in an email, all of my toolbars and menu items disappear on the visited page in the newly opened window. I attached a screenshot. Normally, my pages include the menu, add-on, and bookmarks toolbars. There is no pattern do this behavior, so I can't identify possible causes. Thanks.

Possible workarounds: (1) use Options/Preferences > General: "Open new windows in a new tab instead" (2) Shift+click links to open in a new window with the standard features or use the right-click context menu. You can modify dom.disable_window_open_feature prefs and change their value to true to prevent a website from disabling toolbars and scroll bars in a pop-up window
