I am unable to sign in to an older email account I haven't used for a while. I don't remember the password and what I thought was the previous password doesn't work. Is there any way to regain access? If not, how long does the account have to be inactive before google removes it?

You could try accessing it from a browser and see what recovery options you get when you try to log on. Hopefully, you will have specified an alternate contact where you can receive a password reset.
