I checked the ask where to send downloads but the it does not ask where to save it simply sends to download which there isn't an option to remove that choice even though it show that I have checked the ask me where to box. I want this fixed so I can always direct the downloads to where I want them to be save.

You need to select the following. Settings > General > Files and applications > Always ask you where to save files
