OK, the Restart Previous Sessions under Startup is NOT CHECKED, but previous sessions load upon startup. What now?

Restart Previous Sessions under Startup is NOT CHECKED, but previous sessions load upon startup. Do I have to quit each tab I have open? Frustrating not having the option checked but performs that way anyway. Causes long load up times too.

Man, why is getting support so hard too? This bad habit is all over the web. It's an industry disease. All one-way only.
