E-mail notification stops unless I bring Thunderbird to the foreground

Thunderbird 31.4.0 (and several earlier versions) on Windows 7 Home Premium SP1

Thunderbird e-mail notifications generally work as expected except for one thing: If I receive a notification and do not foreground (or de-minimize) the program, I will not receive any notifications for further received e-mail messages until I do so.

Expected behavior (my preferred behavior, at least) would be that I receive notifications for all e-mails regardless of whether I foreground the program or not for each one. Is this a bug, or is there a setting somewhere which can be toggled?
