I have Firefox set to Never remember Form & search history, delete cookies after closing, delete cache after closing. However if I do and scan with Ccleaner I notice that Firefox seems to leave behind cache, cookie, and Form data? Why is it not being fully deleted? Are they just empty files?

SQLite files are never deleted or reduced in size if content is deleted, so you can't tell by their presence if any data is left in it. There may some records marked as deleted still left in the file that wouldn't show in the user interface. You would have to check the files with a hex viewer to verify that.

I don't know about the jumplist cache. You can possibly disable this feature.

This is just from posting this question, via private browsing, closing Firefox waiting a few minutes and then doing a scan with Ccleaner.

First, check the settings; about:preferences#privacy

Close Firefox, wait a few minutes. Then restart. Type about:permissions <Enter> in the address bar, and poke around. What do you find?
