Download saves the exe file but errors: Not a valid Win32 app

When I try to download the update, it saves the exe file to my download folder. When I click on the exe file, the error that comes back is: Not a valid Win32 application.

Are my security settings too high? Why does it only offer the option of saving the file rather than running it?
