bookmarks do not stay on bookmarks toolbar

Since the last upgrade or so, I cannot get bookmarks to stay on the toolbar. Often, I can't get them to stay anywhere! Closing Firefox and reopening can sometimes (50%) get a bookmark to stay in a folder, but sometimes even rebooting the whole machine will not work.

Putting a bookmark in the toolbar will never last past a closed window. How can I fix this? Older bookmarks in the toolbar have remained, but no new ones will stay.
