How do I set my active-x so that I can download and install programs?

I have tried to download and install programs, however my system will download , but not install programs. What do I need to do to fix the problem.

1. Firefox doesn't do ActiveX. https://support.mozilla.com/en-US/kb/ActiveX

2. Right-click the downloaded file in the Downloads window and select Open Containing Folder. Run the installer from that folder.

I usually down load in firefox and then click on the shaded area and the box will give me the option to open to install the download, however it no longer will install programs because I no longer can get the window to open to give me that option. Do I uninstall fairfox 3.5.10 ?
