Firefox' telemetry data process starts every 10 minutes and pops a cmd window for an instant

Hello, I have encountered a lasting issue: Firefox' telemetry collection process causes a cmd window to pop up briefly. The windows sometimes lingers a split second later, and if I accidentally click it at that time, whatever program I'm in will get minimized and I'm back on the desktop with cmd window at front. You might want to have a look at that, I disable my telemetry for time being. Firefox version is 99.0.1 (64 bits), operating system is Win10 10.0.19043. Respond for other data you might need.
