Junk mail mark disappears - release 60.3.3 (32-bit)

When I click a message item as junk, the junk mark only stays on for a moment. Solutions attempted: 

          1     I have tried tools/options/security/junk   "reset training data" ON. No change.
           2    I have tried tools/options/security/junk   "reset training data" OFF. No change.
            3   If I turn on "When I mark messages as junk: Move them to the account's Junk folder" they disappear when I click junk for a message (and they do not show up in the junk folder).
