In the past such issues could be caused by a Windows setting for Non-Unicode-Programs

Control Panel > Regional and Language Options > Administrative > Language for non-Unicode programs

Me too. I have Windows 10 Pro with Region Format "Persian" and System Locale "Farsi". There no such a problem in other installed program. It only happens in Firefox!
