I would like to establish a "Command Bar" in Firefox similar to that bar that is available in Internet Explorer showing one touch tools to print, copy, paste, cut, etc.

The "Tools" menu isn't where you would find cut/copy/paste/print...

Please try the following and see if it's at all along the lines of what you want to accomplish:

Click the graphical menu button (3 horizontal bars) at the right end of the main toolbar to open it. Right-click the Cut/Copy/Paste controls and choose Move to Toolbar.

To change its position on the toolbar, or drag it back to the graphical menu, you can use the Customize mode as mentioned before.

Are we getting closer??

See this support article - Customize Firefox controls, buttons and toolbars

But you won't be able to create a separate Toolbar.

Helpful as to information, but, did not solve problem. It appears Firefox does not allow the creation of a separate "Command Bar" like IE does.

If you mean separate from the main toolbar, I think you would need an add-on for that.

Is the problem that the main toolbar is too full for more icons?

The "Menu Bar" does not allow "Tool" items to be included. In IE, there is a separate "Command Bar" under the "Menu Bar" that contains these tools for easy access.
