Is there a way to menu bar items, (file view edit, etc) in a different/new window instead of a tab?

I know that many people like tabs, but I'm not one of them. When going to the menu bar the one I use the most, (other than bookmarks) is tools. Is there a way to get add-ons and options to open in a new window instead of a tab?
