Attachments in Template not attaching when sending off email.

When creating a new message from a Template, the attachments that are attached to the template arn't attached to the new email. The computer that this issue is occurring on has just had Thunderbird reinstalled.

When using that same email account on a different computer and Thunderbird this issue doesn't occur. The attachments are attached to the new message created from the template.

Am I missing a setting somewhere that is on the old computer but not the new one?
