With startup choice 'tabs from last time' is it normal to always get an annoying extra tab (either home page or blank)?

I would like to see ONLY 'tabs from last time' if that's my choice but I always get those chosen tabs PLUS an extra one. I have the same problem on several versions of FF and Linux. (my other browser gives the start tabs I want btw) FF = 60.0.2 (32-bit) on LinuxMint 18.3; freshly installed.

Ok I have done some testing and realised the problem is that if my 'tabs from last time' were pinned I get a new tab added. Personally I think that is a fault/bug/oversight - why should tabs be disregarded because they are pinned?
