Disable Flash plugin causing VLC disabled

When disable Flash plugin (by selecting "never activate"), the VLC player plugin will be disabled together. If enable Flash plugin, VLC will be re-enabled together. This happens vise versa too. Doing setting on VLC player plugin, the same will be made on Flash plugin.

I would like to disable Flash but enable VLC player. Please advice how to make it.
