this is what i get when trying to send mail 

Sending of the message failed.

An error occurred while sending mail: Outgoing server (SMTP) error. The server responded: p-impout006.msg.pkvw.co.charter.net cmsmtp Connection Rejected - see http://www.spamhaus.org/query/ip/75.115.40.17 AUP#Out-1220.

I clicked the link you posted. Did you? It says the failure is to do with your providers internal configuration. That is Charters server, not Thunderbird. I suggest you ask them to fix their system.
