Everytime I try to go to paypal.com I get

An error occurred during a connection to www.paypal.com. SSL received a record that exceeded the maximum permissible length. Error code: SSL_ERROR_RX_RECORD_TOO_LONG

No matter what I try I can;t access the website I even cannot add an exception Any help in resolving this?

The main reason I can't access it is probably because I am somehow blocked on my PC I can use and log into paypal but only with a proxy or on my phone using my internet's wi fi

You can check the connection settings.

If you do not need to use a proxy to connect to internet then try to select "No Proxy" if "Use the system proxy settings" or one of the others do not work properly.
