Try this:

A possibility is to open the Mozilla FTP server in Windows Explorer and download the full Firefox setup file (i.i not the stub) that way. See "How To Download Firefox On a New Computer Without Using Internet Explorer":

Possible solutions:

1. Go to the folder you saved Firefox in and start the installer manually.

2. Eventually you need to run the program via right click -> "run as administrator" and confirm by clicking the OK button. (Aslo check possible solution 3)

3. Maybe you don't have admin rights for the folder you saved the download in. Via right click on folder -> Properties -> Security you can change permissions for files and folders.

Any particular reason that you don't want to save the stub-installer and then run the installer from local disk?

You can try the full, offline installer package from here: https://www.mozilla.org/en-US/firefox/all/ See if "Run" works with that installer.
