Every time I upgrade firefox refuses to restart

Every upgrade has resulted in only running the updater.exe file. The only way around this that I have found is to do a full install directly from the new version instead of doing an update. This problem has been evident for about 3 updates so far including the update to version 21.0 I am running windows 7, 64bit with norton internet security.

Disable your Norton and update your firefox
