Is there a way to test the compatibility of all of my plugins, extensions, add-ons BEFORE upgrading to a new version of Firefox? If not, when will one be created?

No but you can go manually to addon homepage and there in version information you can find about addon compatibility like 8.* 7.*...
You can check compatibility here, for the most popular add-ons.
