Firefox Sync says I already have an account based on my email address but I cannot access Sync

I initially set up Firefox Sync on my computer but thought I screwed it up. So I hit the deactivate button. I thought I could start over. But when I enter my email address now, Firefox says my email is already being used (evidently by me) but I cannot access any account or find any way to manage my sync account or set up a new account. When I try to set up a new account, I get the "already taken" message. When I try to connect, I get the "Add a Device" message ... but I don't have an account from which to add a device.
