how do I check my software settings?

I've been having a lot of problems with slowness of page pages loading, and one of the things I've tried is blocking cookies from sites that I have researched being tracking cookies. But things seem worse, pages don't always fully load. When I scanned, with my free AVG, it said I had some software settings as problems. I don't know what this means, or how to correct it.
