For example:
Consider the following: I have multiple mail accounts, want to search multiple "and" and "any" criteria simultaneously.

One rule single rule would look like this:
Search for messages in:
Inbox on account 1
Sent on account 1
Inbox on account 2
sent on account 2

match All of the following:
to does not contain: soandso@email.com
subject does not contain: "this string"

Match any of the following:
to contains: someone@somewhere.com
from contains: someone@somewhere.com

Ctrl+Shift+F Set your search and use the save button in the search dialog to make it a virtual folder.

this doesn't let me "and" and "or", as well as multiple folders. I can only match "all" or "any" but not a combination of both.

As has been mentioned, you may not (easily) be able to search simultaneously with AND and ANY filters. But if you change the rule for From and To to 'is (or isn't) in my address book' + (select an address book), you can effectively combine an ANY rule for addresses with an AND rule for Subject etc.

A Saved Search is similar to a Ctrl+Shift+F folder search, except you can add folders from different accounts in the same saved search.
