I've read the descriptions about sync and I understand that it can synchronize things between multiple devices. Does it also back up they sync'ed information on a server somewhere? If the disk drive on my Win laptop crashes, and I have to install Firefox from scratch, how would I recover all of my sync'ed firefox information?

Not a true "backup", the Sync data is parsed for the Sync process and storage for the Sync service.

As far as if Sync can be used to restore your data after having to reinstall your operating system - Sync is intended to be use to synchronize Firefox data across multiple devices. Not intended to be used where there is only one device connected to that Sync account. And from the number of 'failures' mentioned here by users who used it with one device, I don't recommend that Sync be used in that manner.
