since downloading 3.6.3 my web cam doesn't give me a full picture, it has a sporatic white bar at the bottom

I just downloaded 3.6.3 and now my dedicated IP address with my web cam has a white bar that pops in at the bottom of the view gets wider and thinner pops in and out, Didn't do this with 3.5
