Keyboard scrolling acts like caret browsing even though no caret is visbile

If I visit planet.mozilla.org and use the navigation keys (Home, End, PgUp, PgDn, Up Arrow, Down Arrow), scrolling behaves as if I was in caret browsing mode, even though caret browsing mode is turned off.

Descriptions of the unwanted behavior Home and End don't jump to the top or bottom of the page as expected (in fact nothing appears to happen). If you press PgDn several times then press PgUp you have to press PgUp a second time before it scrolls in the opposite direction. The Up and Down keys scroll one text line at a time, but if there is a image it scrolls by the size of the image instead of the expected scroll distance.

Scope I haven't experienced this problem with any other website and it started only recently on planet.mozilla.org.
