Bookmark toolbar is displaying but not working in 4.0 despite "Bookmarks Toolbar Items" appearing in the bookmark toolbar when clicking "Customise Toolbars".

I'm trying to get the bookmarks toolbar to work in 4.0. It displays but I can't drag on the bar. If I press CTRL+D they get added to the "Bookmarks" drop down but not within the toolbar.

How do I enable it? I've read the documentation but they all say click the non-existent "Firefox" button on my browser.
