Is there a website where i can post ideas, and developers can respond and try to create my ideas?

I am a very inventive person who is deeply interested in all things electronic. I am constantly coming up with great ideas, most of which are specifically for Firefox. The only problem is that i lack the expertise to actually MAKE my ideas come to reality. 

         Is there a website that i can post ideas, and developers can respond and try to actually MAKE my ideas happen?

Not really what i was looking for. Those are problems with current programs, or bugs. I want to post my ideas for new programs, and have developers be able to view my ideas

Also the format of that page was terrible. It was hard to tell items apart, or to tell what they were at a glance.
