This happens about every 3 times I Bookmark using the Expert Command. I must repeat "COMMAND - D" twice for it to stay open long enough to choose the Folder to drop it into.

That is normal behavior the make it easier to see where the bookmark is created (click the star: "Other Bookmarks"; use Ctrl+D: "Bookmarks Menu"). You can move the mouse in the pop-up or click in the pop-up to prevent Firefox from closing the pop-up automatically in 3 seconds. Just try what works best for you.

No. It never operated like this. This is a new behavior.

Even if I move my cursor into the window or onto the star, it still closes on me. If I have to click the Star with my mouse first, then use the Menu, why bother with an Expert Command?
