The first one is https://www.mozilla.org/en-US/firefox/40.0.3/firstrun/ and second one is viceice.com. I have already checked my extensions and plugins but there was no problem. ill attach a pic, so i am wondering on why my mozilla always opens 2 tabs everytime and when i change my homepage in the settings it automatically changes back to viceice.com for no reason

The first link ( /firstrun/ ) is only suppose to run once.

I take it that viceice.com is your home page, yes?

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

Hi, Viceice is a hijacker, so try working through How to remove Viceice.com hijack (Virus Removal Guide) by Malware Tips.

Note that not all removal programs will detect all malware, so you may need to run several or all of them.

After removal you may need to reset your home page, search etc., which you can do by running the add-on SearchReset.

If your question is resolved by this or another answer, please take a minute to let us know. Thank you.
