using mac osx 10.5 and 10.6 organize bookmarks keyboard short cut does not work ( shift + command + b)

for as long as I can remember the organize bookmarks keyboard shortcut has not worked ( shift + command + B). i recently tried to change the shortcut from system preferences in the keyboard shortcuts preferences pane and it still did not change a thing. Using mac osx 10.5. 10.6
