Firefox 3.6 no longer allows me to customize toolbar, even in safe mode. Is there a config tweak to restore this function?

I can no longer customize my toolbar: I've reinstalled FF 3.6.13, even installed 4.07, and reinstalled 3.6.13, and even after resetting preference in safe mode, but nothing happens when I try to customize the toolbar after restartng FF. I've installed and disabled Configuration Mania and still can not customize the toolbar. Is there a config switch to turn this feature on and off?

Thanks Cor-el, you were right, the localstore.rdf must have been corrupt. Note: After I reset the toolbars and controls in Safe Mode, I had to select Continue in Safe Mode. When I chose Make Changes and Restart, the file remained corrupted. This varies from the instructions given in the link.

Cor-el, I thought this solution worked; unfortunately, I did not follow through completely to actually customize my toolbar. I still am unable to get the customize feature to work.
