My Bookmark toolbar does not correctly morph from "Icons & Text" to "Text". How can I report this problem?

When the Bookmark toolbar is full the Bookmark toolbar Overflow symbol, ">>", appears and, when selected, shows the bookmarks that do not fit. When I "Customize" and change from "Icons & Text" to "Text" I can not see the bookmarks that were previously in the Overflow portion.
