When bookmarking I can not select a destination folder

When I attempt to bookmark a web page I am no longer presented with the dialog box that allows me to select a destination folder, the bookmark is placed in the Bookmark Menu folder.

I have reinstalled 3.6.12 and the problem persists.

How can I get Firefox to again display the dialog box that allows me to select a destination folder?
